Centres of excellence set the best practice in training and assessment.  They are larger specialist contractors and system companies who have the resource to employ full time trainers and assessors.

Centres of excellence will provide assistance to other companies wishing to train employees to appropriate NVQ levels.  They can provide training and assessors.
